Dee (she/her) is the Deputy CEO of Spectra, where she oversees the organisation’s monitoring and evaluation strategies to ensure data-driven decision-making and impactful program delivery. With over 20 years of experience in HIV prevention and public health, Dee has dedicated her career to working with marginalised communities, including men who have sex with men (MSM), sex workers, and people living with HIV/AIDS (PLWHA). Her expertise spans data management, capacity building, and strategic planning, making her a pivotal leader in enhancing the effectiveness of Spectra’s diverse health and wellbeing programs.
Dee began her career in 2003 at the Chinese National Centre for HIV/AIDS Control, where she contributed to the Round 3 Global Fund HIV/AIDS programme, helping to shape the country’s response to the epidemic. In 2009, she earned an MPhil in Evidence-Based Social Intervention from Oxford University, where she honed her skills in research, data analysis, and evidence-based practice.
Since joining Spectra in 2010, when it was still known as the West London Gay Men’s Project (WLGMP), Dee has been at the forefront of efforts to measure and maximise the organisation’s impact. She is committed to ensuring Spectra continues to deliver meaningful, measurable outcomes that support the health and wellbeing of the communities it serves.
